does enchanting it make it thieve more often? Also it says something about cleptia when it steals, does being in cleptia favor affect the whip, or is this just flavor?

I haven't code dived for this, but WoT is one of my favorite weapons and I notice no difference from my status with Cleptia, or the plus.

Seems to be a flat 1-2percent chance on any given strike.

when you are champion of cleptia it steals more often

Enchanting the whip of thievery will not increase the steal rate, but the same doesn't apply to chameleon whips. Watch out for that.
