One-eyed Sam is the owner and sole proprietor of the Black Market. Sam has no guards in her market and doesn't need any. Packing nearly 4 digits worth of Hit Points, she also boasts intrinsic Gas Immunity and Infravision, just for a start. For equipment she has an artifact Ring of Ludicrous Speed, which does exactly what it says, besides ESP and levitation from her helmet and cloak.
Stealing from her market is near-suicidal; even if you do teleport to the staircase far away enough from Sam that she doesn't come up right next to you, the entire crowd of (powerful!) monsters on the level above the shop proper will be on you like fleas on an ommel. Trying to kill Sam is nigh-impossible short of dropping enough explosives and harmful wands at her feet to blow up a small city and zapping a Wand of Fireballs from a distance. Over three dozen backpacks of gunpowder going off in Sam's face have failed to put her down for good.
