Can't leave the Black Market

Hello people.
I've been travelling through the world map to the Black market to sell some stuff and got the message on the screenshot upon leaving the location. Loaded the same save several times, exactly the same thing happened.
I didn't do any manipulations with any game files, attempted no save scumming.
