Can someone tell me if this is a suitable approach to fixing the librarian, or would you do it some other way?

I would rather link it all to equipment weight. Making it cloth-only would be hard with different types of cloth (cloth and expensive fabric, or what about hair-type materials?).

I guess I'll add one more:

Monk's belt

Worn, this belt grants its enchantment to your unarmed attacks (on top of any enchantment from eg. gloves) and negates extra damage from enemies striking your unarmored body parts. It also grants you a chance to dodge attacks based on how low your equipment load is - the less weight you have equipped (including any weapons etc.), the better you can dodge. Basically allows you to play an effective unarmed and unarmored character.

Plus if you haven't seen a ghost, go to Attnam Catacombs. There you can't miss one.

Ghosts are both immune to Enner's screams and can run from him through walls, if you have polycontrol.

They probably should try to behead humanoids when they strike them in the head. And uniques might be immune, otherwise decapitator axes would be way too good against them - beheading prevents amulet of life saving from working, so Petrus and Sherry would be way easier to kill with those axes.

Let me rephrase - most gods have a prayer effect that has its uses even with no monsters in sight (even Legifer's fireballs can be used to destroy nearby walls if they are too hard for your pickaxe). Dulcis could have a prayer for non-combat situations as well.

Maybe axes could also gain a special "cleaving" attack, where they would hit more than just one square around you at once. For example, normal axe would hit three squares - the one you targeted and two adjacent squares. Battle axe would then hit all squares adjacent to you except for the one opposite to the primarily targetted square. This could give axes an interesting edge when fighting several foes at once.

What if one of the prayer effects of Dulcis (as the resident pet god) raised the attributes of all nearby pets when you pray to her? She's also currently quite underpowered, and making her a full-blown support for pet keepers might be nice.

Actually, that's the point of the ring - polymorph can be powerful, and with the ring, the random polymorphs from prayers to Scabies would no longer suck. I like Scabies and I would like her to be more powerful.

Changing her other effects to be better is a nice added bonus, but I think the ring is a good first step.
