Nonono. The 25 int requirement is the requirement to harden INTO that material. For example if your armor was made of Arcanite and you had 25 Int, you could harden it into Mithril. Using a change material scroll increases that requirement by 5 Int; to turn Leather into Mithril directly, say, you would need 30 int. Of course you could do it with 25 int by CMing into Arcanite and then hardening into Mithril.

Make sense?

Keeping more than five of any given item around however is wasteful, assuming you have something worthwhile to enchant (i.e. that you are going to keep long-term). You can't clone/mirror more than five at a time.

The ones I've seen have put them on the top of the main page, but you can put it wherever you like.

Decos is a major Cha trainer, but you need to have a decent Cha in the first place in order for it to work.

Also in case it isn't actually documented, some experimenting a year (or two?) ago revealed more about how Cha works in stores: At 100 cha, the "buy" price = the "sell" price.

I did a few preliminary searches for a phpbb quotebot addon, and there seems to be a number out there. I didn't know what version of phpbb this was so I don't have any links for you, assuming you even have access to add that sort of thing. It would be cool though. The quotebots I've seen usually just read out of a massive .txt file uploaded somewhere, taking random lines and printing them out, so quotes would have to be screened/added by hand.
