does wishing have the same int. limitations as harden/change? IE can i wish for an angel hair whip if my int is only 12?

you can wish for an angel hair whip but what you will get is arandom whip most likely ommel hair. Basically you can;t choose the material of an object you wish for just the obect class (eg. short sword, etc). If you want to wish for a weapon I suggest Vermis , Turox, or Saal thul, but if you really like whips wish for a whip of thievery (but most games you will find many whips of thievery).

I suggest you to wish for BROKEN items, because the penalty for it being broken makes the item better material or enchant. But then you got to repair it in Attnam (or waster your scroll).
