Is dual wielding The mage staff named Y'yter Durr worth it?

I found two of those right now and I don't even know if this weapon is really good. Has anyone tried it out? What does that staff even do? Should I use them instead of 2 highly enchanted scimitars?

It gives you polymorph status as well as polymorph control, so dual wielding it wouldn't give much other than another weapon I guess?
It's a double edged sword in my opinion since it would raise the danger level quite a lot (if you choose to polymorph into something strong), so if you don't have good enough gear it could be more dangerous than advantageous.

Alternatively it would probably make an excellent sac option if you need to curry divine favor.
