One-eyed Sam is the owner and sole proprietor of the Black Market. Sam has no guards in his market and doesn't need any. Packing nearly ''4 digits worth of hit points'', he also boasts intrinsic immunity to harmful gases and Infravision just for a start. For equipment he has an artifact ring "of ludicrous speed", which does exactly what it says, besides ESP and levitation from his helmet and cloak.
Stealing from his market is near-suicidal; even if you do teleport to the staircase far away enough from Sam that he doesn't come up right next to you, the entire crowd of (powerful!) monsters will be on you like fleas on an ommel. Trying to kill Sam is nigh-impossible short of dropping enough explosives and harmful wands at his feet to blow up a small city and zapping a wand of fireballs from a distance. Over '''three dozen''' backpacks of gunpowder going off in Sam's face have failed to put him down for good.
