This emerald ring is used to channel the power of Cleptia to keep Mondedr hidden from its enemies, most notably Petrus. Vulcan-Loki swiped the ring and hides with it in his underground lair, awaiting the coming of Oree who has promised him dark blessings for the item. Raven will reward you generously for bringing it back.
It also grants Haste if you have it equipped.
