I think the balance would be to make them not subject to tele control

Maybe add a special "Ring of blink control" as a reward for a sidequest/wish, which would likewise be incompatible with normal teleporting.

or some good boots comparable to boots of agility.

Suggestion: "Boots of blinking" that act like teleporting (you'll still need teleport control), however they're not limited by wands/scrolls, you "apply" the boots and get to teleport within a short radius, maybe 5-7: the only downsides to this being that it makes you hungry (the level of which depending on the boots' material, lighter makes you less hungry, and the opposite for heavier), and a chance to become dizzy.

What about a rare fountain/lamp effect whereby you are transported to a bones file in its entirety.
Maybe a secret wish for "time travel"?
Or possibly said time travel being a max relationship prayer thing you could get from Sophos and/or Infuscor.

What about a tin amulet of mental protection that blocks ESP?

If there was an amulet made of a material as weak as tin, surely it would be possible to break it? I'm unsure if it's even possible to break amulets in the current game - I think it isn't.

Maybe praying to Cruentus with a really good relationship could have him replace your teeth with Ommel Tooth.

But if you don't want to spoil the surprise for youself when you talk to them, don't open the spoiler.

The urge to click that spoiler button is overwhelming, but I must resist.

At the end is an item that lets you see ghosts (perhaps just an amulet of ESP), or maybe a way to turn ghosts off for the rest of the game. Why? There's ghost versions of half the monsters in the game, gives other things a change to spawn.

Or perhaps a wand (or more) of "Etherealification", which would, when zapped, turn a creature into a ghost form of itself (most likely permanently, but this could be temporary), henceforth dropping all of its loot. This would, obviously, have no effect on boss monsters, and would perhaps have only 1 (maybe 2) uses per charge (depending on the amount given). The use would be twofold: You would be much more likely to kill a monster in its ghost form, and then its loot would simply be yours for the taking.
