As far as I know, relationship with the gods doesn't affect the spawning of kamikaze dwarves.
In fact I often get attacked by the dwarves belonging to gods who are pleased with me.
I've always thought it should though.

Maybe Kamikaze Dwarves should have a different spawn system that is based on relations with gods?
That would be kinda cool

You mean gods you have bad relations with would spawn their kamikaze dwarfs more often than other types? That'd be awesome way to keep track of your relationship. I do like the weirdness of being bombed by dwarfs whose gods you have perfectly fine relations with though

I believe this discussion has come up prior on a different forum. I think the consensus we reached back then was something along the lines of 'heathens must be killed and believers must be tested, blow them all up regardless'.
