I tried dipping a scroll on fire, on to a fountain, but it doesn't extinguish the fire on the scroll

Have you tried waiting for a few turns? Sometimes the water takes a bit of time to extinguish the flames.

No, but dipping on bottles does it instantly.
also once i was under rain and at the side of a fountain, i dipped the scroll multiple times on the fountain and didn't extinguish the fire untill i dipped it into a bottle

It might have something to do with the volume of water you get from the fountain. I haven't looked at that part of the code for a while, so I can't tell for sure.
I still need to make it so players can sit in the fountain and get wet.
